small hairs on penis

well i am 13 and the under side of my penis get just 1 or 2 hairs but it grows fast and it hurts to pluck them 2 or 3 times a week

This isn't really something I hear about often, but it's not totally abnormal. What I suggest you do, is talk to a doctor and see what he can do, only if it's concerning you so much.

NEVER, EVER, use scissors on that area, something can go wrong in the process.

Either have them checked out, or deal with them. All I can really say.

What you are developing is pubic hair, and plucking/removing them is a loosing battle. Getting hair down there is a normal part of being a guy, but I suppose that you can always remove them if the hairs truly bother you.

Some guys do get hair on their shaft, and you probably come from a hairy family. I would not really worry about the hairs as they are just a natural part of growing up.

well my dad is not overly hairy family if it is a recessive gene it can be from my moms side my dad has a normal amont of hair
and they are only no the under side there are only like 3 hairs but they grow relly fast

Boys grow hairs. Some in more unuaual places. You are one of those obviously. I really wouldn't worry about it. If you don't like them then get rid of them. Otherwise leave them lone.
Just be careful using anything sharp down there like a razor because things might go wrong ;)
